Professor Zhou Haobo, PhD, was born in September 1962. He is a member of the Communist Party of China (CPC), and serves as the Secretary of the CPC Liaoning University Committee.

Professor Zhou Haobo has overall responsibilities for the work of the CPC Liaoning University Committee. He is in charge of the study of higher education, and the work of both Communist Youth League and Faculty of Humanities and Arts. He is responsible for the Institute of Higher Education, the Youth League Committee, and the Faculty of Humanities and Arts.
