On October 28, 2023, the first lecture of the Overseas Principal Lecture Hall of Liaoning University was held at Conference Room 317 of the Office Building, Puhe Campus of Liaoning University. Professor Stanislav Prokofiev, President of Finance University under the Government of the Russian Federation, honorary economist of the Russian Federation, secondary state adviser of the Russian Federation, and a member of the Public Committee of Russian Federal Taxation Bureau, delivered an academic report on ‘Wartime Money: An Economic Confrontation Tool’. The conference was attended by Yu Miaojie, Deputy Secretary of the CPC Committee and President of LNU, who gave a welcoming speech, and was hosted by Ma Shuang, Director of the International Exchanges Department of LNU.

Professor Stanislav Prokofiev gave a vivid presentation  of the key financial instruments used during wartime, providing many historical examples including currencies issued in Japan, Germany, the Soviet Union and the reform policies on currency from the start of World War I to the end of World War II.  He pointed out that currency issuing during that period was strict in its circulated regions, compulsory in issuance, not actually guaranteed and only restricted in time of war. With those features, he further analyzed the means and strategies of economic war in some countries during wartime.

He also communicated and interacted with the teachers and students on site during the conference and offered detailed answers to their questions.

Professor Stanislav Prokofiev was awarded with a Commemorative Plate of the Overseas Principal Lecture Hall of LNU by President Yu. He was also offered flowers by Yin Ruyu, a teacher representative from the Faculty of Economics. Group photos were taken to commemorate the report and award.

The conference was hosted by the Faculty of Economics and the International Exchanges Department of LNU and undertaken by the School of International Economics and International Relations of LNU. KAMENEVA Ekaterina, Vice Rector for Academic Affairs, SHAKHRAY Sergei, Scientific Supervisor of the International Economic Relations Faculty, PRIKHODKO Liliya, Head of International Relations Department and KROSHKOV Kirill, Head of Executive Office from FUGRF also attended the conference. The conference was joined by heads, teachers and students from relevant schools under the School of International Economics and International Relations, heads and teachers from the International Exchanges Department, and by international students from the Confucius Institute of LNU.
