On Dec. 3, 2023, a conference on safety production was held at Liaoning University aimed at fully delivering General Secretary Xi Jinping’s message on safety production and deploying its key tasks. Huo Chunhui, Vice President of LNU, hosted the conference and Pan Yishan, Secretary of the CPC Committee of LNU, attended the conference and delivered a speech. The conference was also joined by Sun Shiguo, Deputy Secretary of the CPC Committee of LNU, Zhang Hongxin, Secretary of Commission for Discipline Inspection, and Li Shuyun, Vice President of LNU.
Secretary Pan noted that it should be clear that safety on the university’s campus remains robust. LNU needs to deliver on the message made by General Secretary Xi Jinping on safety production as well as its deployment through concrete actions led by the Department of Education of Liaoning Province. By holding to bottom line thinking and enhancing the awareness of unexpected risks, LNU should stay committed to the principle that the lives of teachers and students at the university are put in the highest position. With strict measures in place to safeguard safety, LNU needs to take a resolute attitude to safety accidents on campus.
He also stressed the need to draw lessons from recent accidents at other schools and carry out fire safety inspection to eliminate potential risks. School buses and transportation on campus should be inspected and there should be further regulation of vehicle management so that relevant parties are fully aware of their responsibilities. Also, tough measures need to be taken to deal with speeding cars.
Secretary Pan added that the university will launch inspection activities of dormitories and other buildings such as the auditorium, gym and old structures at Chongshan Campus to identify safety-related issues in a timely manner. Food safety and hygiene inspections should also be carried out to regulate the process to maintain safety. When conducting inspections in labs, there is a particular need to inspect experimental sites, drug depots, experimental equipment, hazardous chemicals and wastes and to strictly implement regulations about the management of labs. Alongside work to avoid accidents among students and strengthen the prevention and treatment of epidemics, LNU will also strengthen training on network security. The university will make sure that various exams are carried out in a safe way by detailing the responsibilities of relevant sides. Mental health investigation should also be conducted to further strengthen the mechanism that coordinates the university and student families and LNU will offer training on mental health in a targeted fashion.
He also affirmed that the whole school must be aware that top priority must be given to safety, and everyone should work together to build a defense line for safety production. To achieve the goal, LNU needs to take right measures and raise standards to avoid a small problem growing into a bigger one. In addition, the university will invest more in school safety and establish a system of reward and punishment. A closer cooperation and enhanced coordination is sought, the measures on safety production will be transformed into practical actions as part of the greater contribution to the three-year action plan of the comprehensive revitalization of Northeast China.
Vice President Huo stressed that the message of the teleconference from Liaoning Province and the Department of Education of Liaoning Province must be transformed into concrete actions and detailed responsibilities to forge a sound environment for the university’s high quality development.
The conference was also attended by middle-level cadres at the university.
