On June 21, 2024, the ‘Jinzhou Talent Revitalization Conference in the New Era’ and the ‘Release Ceremony of Outstanding Talents’ was successfully held in Jinzhou, where Pan Yishan, Secretary of the CPC Committee of Liaoning University was invited to deliver a speech.

Liu Kewu, Secretary of Jinzhou Municipal Party Committee, and Wang Xinyu, Deputy Secretary of the Municipal Party Committee and Mayor, met Pan Yishan, academician of Chinese Academy of Engineering and they held discussions with leaders in Jinzhou on June 20.

In the speech session of the conference, Pan Yishan spoke highly of Jinzhou’s courage, sincerity and strength in attracting talents and expressed his expectation of deepening cooperation and forging ahead with the city by introducing both Liaoning University’s vision and the development of its Research Institute of Cities. He noted that by offering a slew of sound policies to attract talents of all kinds, the sincerity and actions of the city in valuing innovation, science and technology, universities, enterprises and talents could be truly felt. He added that in the future, Liaoning University would take more measures to assist Jinzhou in attracting and retaining talents and support teachers to work in alignment with the city’s industries and enterprises with R&D projects. By doing so, he continued, Jinzhou can achieve its unique way of practicing Chinese modernization on all fronts.

Pan Yishan also reviewed the work carried out by the Research Institute of Cities of Liaoning University (Jinzhou) since its establishment. He noted that Liaoning University would give full play to the role of the institute as a bridge between the university and the city. Aiming to bring the real problems in the city’s social development back to the school, Liaoning University will integrate education, talents, industries and innovation by leveraging the vitality and creativity of its think tanks. As Liaoning University works to transform educational resources into economic resources, the university will also contribute to the city’s development of new quality productive forces, supporting Jinzhou in taking more responsibilities and actions in the ‘Three-year Action Plan of New Breakthroughs’ under the ‘Comprehensive Revitalization of Liaoning Province’.

During the activity, Pan Yishan, academician of Chinese Academy of Engineering, Secretary of the CPC Committee of Liaoning University and Liu Kewu, Secretary of Jinzhou Municipal Committee presented trophies to the winners of high-level innovative and entrepreneurial talents in Jinzhou. Liu Kewu awarded letters of appointment to Pan Yishan and to Li Dianzhong, academician and researcher of Institute of Metal Research of Chinese Academy of Sciences.  

At the conference, Jinzhou signed agreements with 46 colleges and universities. Liaoning University signed a supplementary agreement on strategic cooperation with Jinzhou Municipal People’s Government to boost cooperation between the university and the local city in a broader and deeper manner, contributing more insights and strength to the high-quality development of the city.
