On July 25, LNU organized a safety work meeting to deploy further measures for strengthening summer vacation safety management. The Secretary of the CPC Committee, Pan Yishan, attended the meeting and delivered a speech. Vice Presidents Shi Baodong, Huo Chunhui, and Qiu Huanguang also attended the meeting. The meeting was chaired by Huo Chunhui.
Pan Yishan emphasized the need to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions and directions on safety work, adhere to the principle of "three controls and three musts", and keep in mind the responsibility of "safety first, safety foremost". During the summer vacation, we must maintain a constant sense of responsibility and continue to focus on school safety. He made specific deployments. Firstly, we need to further enhance safety awareness. All units and leaders at all levels should establish a solid safety responsibility perspective, strengthen safety awareness, and maintain safety bottom lines. Secondly, safety inspections should be more detailed, including refining inspection content, requirements, and frequency, implementing micro-grid management, conducting thorough investigations and rectifications of campus hazards, continuously strengthening students' mental health education, and comprehensively strengthening the safety net to prevent drowning accidents. Thirdly, we need to be stricter in accident responsibility investigations, improve the responsibility investigation mechanism, refine the rules for investigating safety accident responsibilities, and leverage the effectiveness of evaluations, performance bonuses, and administrative penalties. Fourthly, our work style must be more pragmatic, with a focus on implementing safety management and daily inspections, ensuring that safety is addressed every day and always top of mind. Fifthly, we need to further improve the safety management mechanism by clarifying functional divisions, coordinating various departments to jointly manage safety, and ensuring the stable and safe development of the school.
Shi Baodong outlined specific requirements for summer vacation school safety work from several aspects: strictly implementing the summer duty system, focusing on key areas for inspection, fulfilling safety management responsibilities, utilizing the role of key departments, and strengthening the system construction. He emphasized the need to control school safety issues proactively at the source.
Huo Chunhui conveyed the Educational Department of Liaoning Province’s requirements regarding the identification of major accident hazards in the education system. He clarified the specific implementation pathways and required the university to tailor the approach to its actual conditions, create a task list, maintain a work ledger, align with the standards, and conduct thorough inspections of major accident hazards.
Qiu Huanguang made systematic requirements for key areas such as laboratory safety and library reading safety. He emphasized the need to implement stricter systems, more solid measures, and more effective enforcement to ensure the safety of students on campus during the summer vacation.
Officials from the Party and Government Office, Publicity Department, Youth League Committee, Institute of Science and Technology Research, Student Affairs Office, Logistics Services Department, Campus Construction Office, Sports Venue Operation Management Center, Security Office, Graduate School, Library, Logistics Development Group, and the Institute of International Education attended the meeting and reported on the current status of safety work in their respective units.
