On the morning of September 1, 2024, the meeting of middle-level cadres was held at Jonathan KS Choi Hall of Puhe Campus. Pan Yishan, Secretary of the CPC Committee of Liaoning University attended the meeting and delivered a speech. Yu Miaojie, Deputy Secretary of the CPC Committee and President of Liaoning University presided over the meeting. The meeting was also attended by Vice President Li Yupeng, Secretary of Commission for Discipline Inspection Zhang Hongxin, Vice President Shi Baodong, Vice President Huo Chunhui and Vice President Qiu Huanguang.

Secretary Pan Yishan made a comprehensive summary of the work during summer vacation from perspectives of thinking, actions and responsibilities. He noted that Liaoning University fully and faithfully applied the message of the Third Plenary Session of the 20th CPC Central Committee and the requirements made by the CPC Committee of Liaoning Province and the People’s Government of Liaoning Province. By continuously focusing on the learning of Party discipline and strengthening the standardization development of Party organizations at the primary level, the university achieved all-round publicity through the university website and university micro-blog. He added that the university also did a good job in preparing the evaluation of undergraduate teaching. Many scenes of vocation work displayed the entrepreneurial spirit of the Party members, cadres and teachers of the university, reflecting the affection and responsibilities of the whole staff to the development of Liaoning University.

He deployed the work in the new semester from five aspects. First, issues from superior departments. The first is the inspection of the Party Committee of Liaoning Province. By taking the inspection as an opportunity, it is important to comprehensively identify the shortcomings in the work and make efforts towards the same direction. The second is undergraduate evaluation. It is vital to be well prepared for the inspection of the evaluation delegation. Issues related to classroom discipline, students’ notes, teaching and competitions as well as development of schools and colleges should be given special attention. Second, issues of raising higher requirements within the university. The first is discipline development. Discipline development bears great importance to the comprehensive strengths and long-term development of the university. By fully analyzing the advantages and disadvantages and strengthening the weak links, the university can make preparations for the next round of PhD programs application and degree programs development. The second is performance reform. Concrete and practical plans should be laid out to establish an incentive-based system that connects job duties, performance, contribution and innovation together. Third, issues of making breakthroughs to the outside. Great efforts should be made to serve the Three-year Action Plan of Liaoning Province by making good use of the Notes on the Three-year Action Action so that teachers know what to rely on in daily teaching. Fourth, issues to lead directions. It is imperative to build a solid foundation in Party building, cultivate a sound atmosphere in morals to promote the high quality development of Liaoning University. Fifth, issues concerning holding the bottom line. As safety work is a top priority, university leaders with officials of relevant departments should carry out safety inspection at three campuses.

President Yu Miaojie summarized the work during the summer vacation and made arrangements of the work for the coming semester. He noted that since the summer vacation, many departments did not rest much and had done a lot of work to guarantee the smooth operation of the university. He made positive remarks from talent training, discipline development, scientific research, journal development, talent team building, international exchanges and logistic services.

As president Yu Miaojie laid out the work plan in the new semester, he stressed that the fall semester is a critical period when we could accelerate our efforts to achieve more results to meet the annual targets. In daily work, focus should be given to whether the work is truly delivered and responsibilities are clearly identified. He required that Liaoning University should be committed to talent training by strengthening discipline development, scientific research, hi-end talent recruitment, international exchanges and logistics.

Finally, he put forward three requirements to fully apply the message of this meeting, hoping that the university could fulfill the targets with unswerving resolve to contribute to the Three-year Action Plan of the comprehensive revitalization of Liaoning Province.
