A few days ago, the 2024 evaluation result of works with special fund support in Liaoning Province was announced. Think Tank Report of Liaoning University (2023), published by Liaoning University Press in April, was among the list.
Introduction to the report
This book is finished as the university aims to grasp the opportunity of new think tank building and works to serve the development of Northeast China and expand its influence in the country based on the realities of Liaoning Province. By relying on the existing 11 provincial-level key new think tanks, over 50 scientific research platforms, integrating the resources and strengths of first-class disciplines at the university and cooperating with well-known research institutions and experts at home and abroad, Think Tank Report of Liaoning University (2023) seeks to write a new chapter in China’s high-level opening up to the outside world. The book offers 33 research reports in Chinese modernization, high quality development, opening up to the outside world, cultural inheritance and higher education as well as urban research. The publication of the book can provide valuable reference for policy making and academic research for domestic government departments, state-owned enterprises and universities.
Introduction to the authors
Yu Miaojie, born in 1976, is a fellow of International Economic Association of the United Nations and a winner of of National Science Fund for Distinguished Young Scholars. He is a Deputy to the 14th National People’s Congress, member of the Standing Committee of Liaoning Provincial People’s Congress, Special Inspector of the State Committee of Supervisory of the PRC, Vice President of the Liaoning Provincial Discipline Inspection and Supervision Association, Deputy Secretary of the CPC Committee and President of Liaoning University. He is among the top one percent most highly cited economists in the field of economics and management in the world and is also at present the only Chinese scholar to win the Royal Economic Society Prize. He is an Outstanding Young Scientist of Beijing, a Distinguished Professor at Peking University, member of Economic and Trade Policy Advisory Committee of Ministry of Commerce, council member of “China-US Research Think Tank Alliance” of Ministry of Finance, an Honorary Professor of Irkutsk State University in Russia, a member of International Advisory Board of Financial University under the Government of the Russian Federation and a Ph.D. graduate in economics from University of California, Davis. He is also Vice President of the China Society of World Economics, Vice President of the China Econometrics Association, Vice President of the Chinese Association of Quantitative Economics, Vice President of the China Society of Industrial Economics, Vice President of the Chinese Association of Hong Kong & Macao Studies, a contact representative of NPC Financial Budget Work, Vice Chairman of Liaoning Federation of Social Sciences and a member of the Legislative Committee of Liaoning Provincial People’s Congress. He is appointed as an expert consultant by the United Nations, the Asian Development Bank, the Ministry of Finance, the Ministry of Commerce, the the State Council Counselor’s Office and many local governments, and was specially invited to give a report on China’s economic development at the United Nations Headquarter. He is a receiver of the special government allowance of the State Council.
Professor Yu Miaojie’s research field is international trade and China’s economic development. He has published nearly 200 papers in top and first-class journals at home and abroad, such as Economic Journal, Review of Economics & Statistics, Journal of International Economics, Journal of Development Economics, Economic Research and Managing the World and published 27 monographs, textbooks and essays in Chinese, English and German languages. He is an associate editor of Review of International Economics, an internationally renowned academic journal, an executive editor of International Trade from the Ministry of Commerce, editors in chief of Journal of Liaoning University and Japan Studies and an executive editor of Journal of Chang’an University.
Professor Yu Miaojie has won many awards, including Award for Outstanding Achievements in Philosophy and Social Sciences from the Ministry of Education (three times), Award for Outstanding Achievements in Philosophy and Social Sciences in Beijing, Wu Yuzhang Prize on Humanity and Social Science, Pei-Kang Chang Prize in Development Economics, Anzijie International Trade Research Award (five times). His book Processing Trade and Enterprise Productivity has been awarded the Liu-Shibai Economic Research Prize, Husheng Outstanding Young Scholar Research Prize, National Trade Development Research Award, China Young Economist Award and Achievement Award of Liaoning Philosophy and Social Sciences Award.
In the 120th celebration of Peking University, he was specially received by General Secretary Xi Jinping as a representative of outstanding young and middle-aged teachers. As an outstanding representative of the 25th anniversary of National Science Fund for Distinguished Young Scholars, he attended the high-level meeting hosted by Li Keqiang, then Premier of the State Council of the People’s Republic of China. In 2024, he visited the Russian Federation Parliament and local Duma as a member of the youth delegation of the National People’s Congress.
Cui Zheng, born in 1978, is a professor and a Ph.D. supervisor. Graduated from Moscow State University majoring in political science, he is currently Vice President in charge of daily work at China Open Economy Research Institute of Liaoning University, Director of the Country and Regional Studies Research Center of the Ministry of Education, the Russian Eastern European and Central Asian Research Center of Liaoning University, a new think tank in Liaoning Province and Executive Director of the Research Center for CIS Countries of Liaoning University. He is among the first batch of top-notch young talents at Liaoning University, a visiting professor of the Financial University under the Government of the Russian Federation, Executive Director of the Alliance on Talent Training and Discipline Development of Country and Regional Studies in colleges and universities, Directors of the Russian Eastern European and Central Asian Society in China and the European and American Alumni Association in Shenyang. He is a monitoring expert of national postgraduate education evaluation of the Ministry of Education, an evaluation expert of public postgraduate projects of national high-level universities and an appraisal expert of national social science fund projects. He is a member of decision-making advisory committee of Liaoning Provincial Party Committee and the People’s Government of Liaoning Province, member of the expert committee of ‘RCEP Think Tank’ in Liaoning Province, member of Liaoning Social Stability Research Association, visiting researcher of Research on Northeast Revitalization and Higher Education Regional Center Construction, member of the Special Committee of Social Construction of the Central Committee of Jiusan Society, Deputy Director of the Special Committee of Social and Legal Affairs of Liaoning Provincial Committee of Jiusan Society and Deputy Director of the Working Committee of Education, Culture and Health of Shenyang Municipal Committee of Jiusan Society.
Professor Cui Zheng’s research fields are geopolitical economics and international relations in Eurasia. He has published more than 30 papers in Chinese and foreign core journals such as Journal of Contemporary Asia-Pacific Studies, Russian, East European & Central Asian Studies and Foreign Theoretical Trends, and published more than 80 commentary articles in GuangMing Daily, Guangming Net, Xinhua Net, CGTN, China Trade News and other central and local media. He has published five monographs, translations and edits in Chinese and Russian and presided over the completion of six projects of the International Department of the Central Committee and the Ministry of Education.
Yin Ruyu, a Ph.D. in Political Science, Deputy Director of the Office of International Affairs of Liaoning University, Associate Professor of China Open Economy Research Institute, Master Supervisor, Director of the Research Center for National Discourse and Global Communication, Executive Dean of China-Russian Far East Cooperation and Development Institute, member of China National Democratic Construction Association and a winner of ‘Shenyang Youth May 4th Medal’. Her social part-time jobs include part-time researcher at the Russian Research Center of East China Normal University, a key research base of humanities and social sciences of the Ministry of Education, monitoring expert of national postgraduate education evaluation of the Ministry of Education, member of the international editorial board of the Journal of Oriental College, a core journal of Russian political science, co-chairman of the International Conference Committee of APEC Higher Education Cooperation and educator of sustainable development of the Earth Charter of UNESCO.
She is mainly engaged in the study of Russia and Eurasian issues, including the foreign policy analysis of Russia and Central Asian countries. She has published more than 10 papers in International Review, Russian studies, Jounal of Liaoning University (Philosophy and Social Sciences Edition) and other high-level journals at home and abroad. She has also presided over 5 research projects, including Research on Liaoning Province Serving China-Russian ‘Northeast China-Far East’ Cooperation Track under the Deepening Comprehensive Strategic Partnership Cooperation between China and Russia, a research project on Liaoning Province’s economic and social development as well as Research on Institutional Building and Optimization on Liaoning Province Deepening Cooperation with Russia under High Quality Development of the Belt and Road Initiative, a fundamental research project of the Educational Department of Liaoning Province. She has also published one academic monograph and teaches the course Country and Regional Studies. As one of the young leaders in Liaoning Province, she was invited to participate in the 2024 Sochi International Youth Festival in Russia.
