Educational cooperation among Chinese and Russian universities is an important part of China-Russia comprehensive strategic cooperative partnership in the new era. As a national university under the Double First-Class Initiative in Liaoning Province, Liaoning University (LNU) has always been committed to serving national strategies and helping local revitalization. Huge achievements have been made in talent training, academic research cooperation, high-level scholars’ visits and cultural exchanges, making positive contributions to promoting China-Russian educational cooperation to a higher level.

Since the 1990s, Liaoning University has established long-term and stable friendly cooperative relations with nearly 20 well-known Russian universities and scientific research institutions, including Moscow State University, St. Petersburg State University, Financial University under the Government of the Russian Federation, Ural Branch of Russian Academy of Sciences, Ural Federal University, Far Eastern Federal University, Irkutsk State University, Ufa University of Science and Technology and the National University of Science and Technology.

In terms of talent training, Liaoning University adheres to the goal of cultivating high-level talents with a global vision and international competitiveness. Liaoning University actively sends students to participate in the study programs in Russia supported by the China Scholarship Council. So far, a total of 62 students have been able to study in Russian universities. Since 2015, Liaoning University and Ufa University of Science and Technology have carried out the ‘2+2’ joint program and sent undergraduates to each other’s universities to study. At the same time, Liaoning University has established a stable cooperation mechanism with well-known universities such as Moscow State University and Financial University under the Government of the Russian Federation. Through these exchange programs, the normal exchange of visits among teachers and students has been realized, which has further broadened students’ horizons and laid a solid foundation for the in-depth exchanges between Chinese and Russian universities. In 2024, at the ninth Eastern Economic Forum, Liaoning University and the Russian Far Eastern Federal University formally signed an agreement to start the joint training program on ‘International Business and Project Management’. The program will be taught in English and students will study at Liaoning University and Far Eastern Federal University and receive systematic training on transnational culture and international management.

In terms of academic exchanges and scientific research cooperation, Liaoning University has carried out fruitful scientific research cooperation with famous Russian universities in the fields of economics, international trade, diplomacy, international politics, history, archaeology and Russian language and literature. Relying on the provincial scientific research platform, China-Russian Far East Cooperation and Development Institute, the scientific research teams from both universities have worked closely together and achieved research results with important academic value in regional economy, cultural exchanges and international relations, which provided solid theoretical support for deepening cooperation between the two sides. At the same time, Liaoning University closely follows the research trends of Russian think tanks in international issues and China-Russian cooperation. Chinese and Russian experts also conducted in-depth exchanges on topics such as educational cooperation and regional development and shared their views through academic discussions, which enhanced mutual understanding.

Since 2022, the international academic conference on economics jointly organized by Liaoning University and Ufa University of Science and Technology has attracted scholars from China, Russian Federation, Belarus, Kazakhstan, Uzbekistan and other important countries under the Belt and Road Initiative to conduct in-depth discussions and academic exchanges on frontier issues in economics. In 2024, the international academic conference ‘Building a Cultural Bridge from Baikal to Bohai Bay -Prehistoric Cultural Exchange in Northeast Asia in 2024’ organized by the Faculty of History from Liaoning University attracted the participation of famous Chinese and Russian archaeologists such as Jilin University, Peking University and Irkutsk State University, which promoted the in-depth cooperation in the field of archaeology between China and Russia.

As for the reception of high-level experts, Liaoning University actively invited famous Russian scholars to visit the university and further deepened the cooperation between the two sides through diversified activities. Liaoning University arranged different kinds of activities for visiting Russian scholars, including academic exchanges, laboratory visits, university history museum visits and cultural experience, which fully demonstrated the academic and cultural features of Liaoning University. In recent years, many famous Russian scholars have visited Liaoning University, including Professor Prokofiev, President of Financial University under the Government of the Russian Federation and Professor Maslov, Dean of the School of Asian and African Studies of Moscow State University, Russia. Among them, Professor Prokofiev gave a lecture at the Lectures of Overseas Principals during his visit, which brought the latest frontier trends on international economic development to teachers and students.
