On Mar. 26, 2025, the 19th lecture of Boya Lecture Series was held at Puhe Campus of Liaoning University (LNU), where professor Naohiko Ijiri from the School of Economics in Nihon University was invited to give an academic report on ‘Non-harmonised Mandatory Standards as Non-tariff Barriers: Case of Japanese Imports’. The forum was held by the Faculty of Economics and Department of Humanities and Social Sciences and undertaken by Li Anming Institute of Economic Research and China Economic Research Institute of Liaoning university. The forum was attended by teachers and students from the Faculty of Economics and Li Anming Institute of Economic Research and was presided by Professor Dong Baoming, Vice Dean of Faculty of Economics.

Professor Naohiko Ijiri introduced the non-harmonised and harmonised mandatory standards and discussed how they exert an influence on Japanese imports, the NIPs in particular. By using detailed data analysis and empirical models, he showed the complex impact of standardization on international trade and put forth the research directions in the future, especially the research on global value chains and trade dynamics. The report provided valuable insights in understanding the formulating of standardized and mandatory laws and regulations and the role of non-tariff barriers in international trade. Teachers present made exchanges with him in terms of the development and measurement approaches of data correspondence in his paper.
At the end, Yu Miaojie, President of Liaoning University awarded him with the commemorative certificate of Boya Lecture Series. Huo Weidong, Vice Dean of the Faculty of Economics presented the English newspaper of Liaoning University to him. Du Linli, Secretary of the CPC Committee of Li Anming Institute of Economic Research presented a lecture picture and professor Tian Jianrong present a school cap to him. Assistant professor Yu Li presented a bouquet to him. All guests present took a group picture.

Introduction to Naohiko Ijiri:
Naohiko Ijiri is a professor in international economics from the School of Economics at Nihon University and Secretary of the Japan International Economic Society and Director of The Research Institute for Impediments to Trade of NPO. He was appointed as a consultant by UNCTAD and OECD. His research field is international trade, foreign direct investment (FDI), multinational business, standardization and non-tariff barriers (NTBs) and he also focuses on how non-harmonised standards make a difference in global value chains and market access. His research findings were published in many international economic journal such as EURAS Proceedings, ANA Research Institute and Japan Trade Association Annual Report. He also published his academic work Japan Trade Fluctuation and Non-Tariff Barriers. Besides, he was given speeches at many international academic conferences. He has won many honors including Japan Association of International Trade and Business Academic Award and Sumida Air Encouragement Award.
His academic work has offered huge theoretical support and practice for policy-makers, enterprises and international organizations, making great contributions to global trade rules and the standardization system.
