Recently, the Educational Department of Liaoning Province convened Undergraduate Students’ Innovation and Entrepreneurship Education Work Seminar at Liaoning University, which fully implemented the spirit of the 2025 Provincial Education Work Conference, focused on deepening innovation and entrepreneurship education reform in colleges and universities, deployed key tasks for provincial university innovation and entrepreneurship in 2025, advanced initiatives to promote college students’ innovation and entrepreneurship, accelerated the integrated development of education, science and technology, and talent, and cultivated innovative talents to serve Liaoning’s three-year action plan for a new breakthrough in comprehensive revitalization.

The meeting pointed out that innovation and entrepreneurship education has become an important impetus for promoting the high-quality development of higher education. All colleges and universities should implement the requirements outlined in documents such as the “Guiding Opinions on Strengthening Entrepreneurship Support Systems and Enhancing Entrepreneurship Quality” jointly issued by seven departments including the Ministry of Human Resources and Social Security and the Ministry of Education, and the “Several Measures for Liaoning Province to Further Support College Students’ Innovation and Entrepreneurship” to integrate innovation education into the entire talent cultivation process, improve the innovation and entrepreneurship education system in universities, promote the close integration of classroom teaching, scientific research practice, and mentoring guidance, and strengthen students’ innovative spirit and entrepreneurial awareness.

The meeting emphasized that all universities and colleges must deeply study and implement the spirit of General Secretary Xi Jinping’s important speeches during the Two Sessions and the overall spirit of the Two Sessions, better leverage their advantages in talent concentration and innovation origination, fully stimulate innovation and entrepreneurship vitality, lead industrial innovation through scientific and technological breakthroughs, cultivate and develop new quality productive forces, and inject continuous momentum into high-quality development. It is essential to profoundly grasp the connotations of the innovation-driven development strategy by deeply integrating innovation and entrepreneurship education into the Four New Initiatives construction and the development framework of Digital Liaoning, the Smart Manufacturing Province. Focus should be placed on dynamically adjusting mechanisms in line with the Catalogue of Innovation and Entrepreneurship Competitions for Undergraduates in Liaoning Provincial Universities and Colleges, and by hosting college innovation contests, a new nurturing paradigm of competition-driven innovation and competition-innovation integration should be established.

At the meeting, heads of School of Innovation and Entrepreneurship from 17 colleges and universities, including Dalian University of Technology, Northeastern University, Dalian Maritime University, Liaoning University, Dongbei University of Finance and Economics, Dalian University, Dalian Neusoft University of Information, Liaoning Normal University, Bohai University, China Medical University, Shenyang University, Shenyang Sport University, Dalian University of Foreign Languages, Liaoning Technical University, Shenyang Ligong University, Shenyang Pharmaceutical University and Shenyang Aerospace University, focused on topics in terms of optimization of the innovation and entrepreneurship education mechanism, settings of innovation and entrepreneurship competition projects and paths of achievement transformation, sharing their practices in academic competition, building of practice-oriented platforms and innovator cultivation.




The meeting made it clear how universities and colleges approach their innovation and entrepreneurship education reform through policy interpretation, experience sharing and symposium. Participants stated that they will align with the Zhejiang Model of innovation and entrepreneurship education while integrating their respective institutional characteristics, strengthen intercollegiate exchanges and cooperation, actively explore and optimize new models of innovation and entrepreneurship education that deeply integrate higher education with regional economic development, and effectively leverage new concepts, methods, and approaches to elevate innovation and entrepreneurship education in Liaoning’s universities to new heights, thereby providing strong talent support and intellectual guarantees for the province’s revitalization and development in the new era.
