On May 30, 2025, the establishment ceremony of the Liaoning Online Audio-Video Association was held in Shenyang. Nie Chenxi, member of the Standing Committee of the National Committee of the Chinese People’s Political Consultative Conference and Chairman of the China Netcasting Services Association, along with Jin Guowei, member of the Standing Committee of the Provincial Party Committee and Minister of the Publicity Department, attended the event.

At the ceremony, Yu Miaojie, President of Liaoning University, and Huang Fang, Director of the Liaoning Provincial Radio and Television Administration, jointly signed a cooperation agreement for the project of “Liaoning Province Micro-Short Drama Cultural Industry Expert Think Tank”. The two parties will engage in in-depth collaboration in areas such as talent development, industry-university-research integration, and think tank construction.

The Liaoning Online Audio-Video Association is a provincial-level social organization approved and registered by the Provincial Department of Civil Affairs, operating under the control of the Liaoning Provincial Radio and Television Administration. The association aims to integrate online audio-visual industry resources across the province, further advancing the sector’s innovative and high-quality development. Through cultural cultivation, educational enhancement, and tourism enrichment, it drives the growth of the cultural industry.

As a member unit of the association, College of Communication at Liaoning University supports Liaoning's Three-Year Action for New Breakthroughs in Comprehensive Revitalization. It continuously conducts social service practices to address real-world issues, establishes the “Liaoning Location Scouting Platform” to integrate provincial resources and build a comprehensive filming location database. This platform provides one-stop location scouting services for film and television production companies. The College has also hosted multiple campus cultural events themed as the Shenyang Youth Film Festival, now recognized as a key incubation platform for young filmmakers across Northeast Asia. Strategically advancing the micro-short drama cultural industry, it fosters a complete industrial chain spanning creation, production, and distribution while driving the integration of academic research and industrial practice.

The establishment of the Liaoning Online Audio-Video Association and the signing of the agreement of the Liaoning Micro-Short Drama Cultural Industry Expert Think Tank will further amplify the impact of academic think tanks, bolstering industrial upgrading and cultural outreach for Liaoning's online audio-visual sector.
