On August 14, 2025, Professor Khmelinin, Director of the Mining Institute of the Siberian Branch of the Russian Academy of Sciences, and his delegation visited Liaoning University (LNU). The two sides held in-depth exchanges in Conference Room 707 of the Science and Engineering Building at Chongshan Campus. Pan Yishan, Secretary of the Party Committee of the University attended the meeting and delivered a speech. The meeting was chaired by Huo Chunhui, Vice President of the University.    

Pan Yishan extended a warm welcome to the arrival of Professor Khmelinin and his delegation. Centering on the vision of ‘Going out, Going into, Going up’ and the integrated real scenario-based mechanism of talent cultivation, scientific research and social services, he shared the achievements of Liaoning University in discipline development, scientific research, talent cultivation and other aspects. He stated that China and Russia shoulder a common mission in the field of energy security, and he looked forward to taking the meeting as an opportunity for both sides to give full play to their respective advantages, carry out mutually beneficial cooperation and jointly address scientific challenges in the field of global mining safety.

Professor Khmelinin thanked Liaoning University for its warm reception, highly appraised the achievements of the State Mine Safety Supervision Bureau Key Laboratory of Coal Mine Rock Burst Mechanism and Prevention and Control Technology of Liaoning University and gave a detailed introduction to the core research directions of the Mining Institute of the Siberian Branch of the Russian Academy of Sciences. He also expressed his willingness to carry out in-depth cooperation in education and scientific research with Liaoning University.

The participants from both sides conducted discussions and reached preliminary consensus on five cooperation directions, including the exchanges of scientific and administrative personnel, joint training of students, cooperation in scientific research, joint organization of academic activities and other cross-cultural exchange activities.

Before the meeting, Professor Khmelinin and his delegation visited the State Mine Safety Supervision Bureau Key Laboratory of Coal Mine Rock Burst Mechanism and Prevention and Control Technology of Liaoning University. The two sides held discussions on the technical difficulties in the prevention and control of dynamic disasters in deep mines.
