The 18th CAPE Annual Conference Held at Liaoning University

The 18th Annual Conference of the China Association of Political Economy (CAPE) was held from November 1st to 2nd at Puhe Campus of Liaoning University (LNU). The conference was jointly organized by the member institutions of CAPE, hosted by the School of Economics of LNU, and co-organized by the School of Economics of Qufu Normal University. Professor Yu Miaojie, President of Liaoning University attended the opening ceremony online and delivered a speech.

   

 

At the opening ceremony, on behalf of LNU, Yu Miaojie extended a warm welcome to the experts, scholars, and young talents attending the conference. He pointed out that the current period marks a critical juncture, concluding the “14th Five-Year Plan” and embarking on the “15th Five-Year Plan”. The successful conclusion of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China has charted the course for future economic and social development, also presenting new topics for research in Chinese economics. He expressed high expectation for the conference, hoping that participants and scholars would engage in full academic exchanges, deepen mutual learning, build consensus, and jointly promote the high-level development and high-quality construction of the theoretical and discursive systems of socialist political economy with Chinese characteristics.

     

 

Lin Muxi, Professor of the Liaoning University School of Economics, Chair of this year’s conference, reviewed the academic contributions of the China Association of Political Economy and systematically introduced the profound heritage of the economics discipline at LNU, particularly the academic tradition represented by Professor Song Zexing.

     

 

On November 1st, during the first plenary session, Professor Lu Di from Lingnan College, Sun Yat-sen University; Professor Xie Di from the School of Economics, Liaoning University; Professor Meng Jie from the Institute of Marxism, Fudan University; and Professor Zhang Xian from the School of Economics, Sichuan University, delivered keynote speeches titled respectively “Reflections on the Political Economy of Development in the ‘Post-Globalization’ Era”, “The Inner Logic of Chinese Modernization Characterized by Harmony Between Humanity and Nature”,  “The Party and the Vision of Market Economy 3.0”, and “Is Free-Riding Inevitable in Team Production?” Following the speeches, Professor Lyu Jingchun from Tianjin Normal University provided commentary. The session was chaired by Researcher Zheng Hongliang from the Institute of Economics, Chinese Academy of Social Sciences.

   

 

In the second plenary session, Professor Gong Gang from the School of Economics, Yunnan University of Finance and Economics; Professor Zhang Xingxiang from the School of Economics, Xiamen University; Professor Deng Hongtu from the School of Economics and Statistics, Guangzhou University; Professor Qiao Xiaonan from the School of Economics, Nankai University; and Professor Wu Fenghua from the School of Economics and Management, Northwest University, delivered speeches titled respectively “Reflections on China’s Financial System Reform Based on Red Finance”, “Advancing New Quality Productive Forces through a High-Level Socialist Market Economy System”, “Trade Availability, the Conditions for Achieving Trade Availability, Consumption Availability, and the Conditions for Achieving Consumption Availability: A Political Economy Logic Based on Investment, Consumption, and China's Long-Term Economic Growth”, “Political Economy Research on Promoting High-Quality Population Development”, and “A Political Economy Study on Data Elements Empowering County-Level Urban-Rural Integration”. Han Haiyan, Deputy Editor-in-Chief of the Journal of Humanities, provided commentary. This session was chaired by Professor Feng Zhixuan from the School of Economics and Management, Wuhan University.    

The opening ceremony was chaired by Professor Li Zheng, Dean of the School of Economics at LNU.

   

 

 

On November 2nd, during the first plenary session, Professor Mao Peihua from the School of Economics, Shanghai University of Finance and Economics; Professor Zhao Feng from the School of Economics, Renmin University of China; Professor Li Zheng, Dean of the School of Economics at Liaoning University; and Professor Han Wenlong, Vice Dean of the School of Economics at Southwestern University of Finance and Economics, delivered speeches titled respectively “Economic Resilience: A Study on Its Theoretical System from a Political Economy Perspective”, “China’s Economic Growth under Dual Supply and Demand Constraints”, “Enhancing the Innovation Capability of State-Owned Enterprises”, and “A Dialectical Understanding of the Theoretical Connotation of New Quality Productive Forces”. Deputy Director Du Lei of the Editorial Office of Economic Review provided commentary. This session was chaired by Professor Cui Qingbo, Vice Dean of the School of Economics at Yunnan University.

     

 

In the second plenary session, Professor Wei Feng from the School of Economics and Business Administration, Heilongjiang University; Professor Cheng Na from the School of Marxism, Shanghai University; Professor Zhang Guanghui from the School of Economics, Liaoning University; and Associate Professor Gao Ling from Lingnan College, Sun Yat-sen University, delivered speeches titled respectively “A Mathematical Depiction of the Evolutionary Path from Traditional Productive Forces to New Quality Productive Forces”, “The Formation Mechanism of Data Monopoly: From ‘Data Enclosure’ to ‘Algorithmic Collusion’,” “Research on the Inter-Provincial Horizontal Interest Compensation Mechanism between Grain Producing and Consuming Regions”, and “The Worker’s ‘Medal’: A Reassessment of the Sources of Growth in the ‘Golden Age’of Postwar Capitalism.” Associate Professor Zhao Zhun from the School of Social Sciences, Tsinghua University, provided commentary. This session was chaired by Professor Han Yanhong, Vice Dean of the School of Economics at Jilin University of Finance and Economics.

   

 

Six parallel sub-forums were held in the Lixing Building at Liaoning University. Academic journal editors and experts jointly chaired and provided commentary on research presentations delivered by over 60 distinguished presenters. The themes of the sub-forums covered various fields, including theoretical research on Marxist political economy, digital economy and artificial intelligence, productive forces and production relations, income distribution, consumption and common prosperity, contemporary capitalism studies, and research on China’s regional development. The discussions were lively, fostering extensive exchange.

A flag-handover ceremony was held during the closing ceremony, where Liaoning University and Yunnan University jointly completed the transfer of the conference flag.

Experts and scholars from over 50 universities and research institutions, including Renmin University of China, Fudan University, Nankai University, Sichuan University, Jilin University, Shanghai University of Finance and Economics, Southwestern University of Finance and Economics, Central University of Finance and Economics, Northwest University, and Liaoning University, shared the latest cutting-edge issues in political economy. In total, over 100 experts and scholars participated in the conference.
