To promote the global sharing of high-quality legal education resources, the “Economic Law” course offered by Liaoning University School of Law was selected for inclusion on Indonesia’s national MOOC platform. Through the Xuetang MOOC platform, the course has now reached a global audience, successfully achieving the “export of MOOCs.”
Course Introduction
The “Economic Law” course is one of Liaoning Province’s first-class undergraduate courses and a model course for ideological and political education in the province. Economic law is a vital component of the socialist legal system and plays a key role in the development of a modern economic system. The content of economic law is extensive, covering not only the theoretical construction of the legal framework governing the relationship between the government and the market but also interdisciplinary knowledge in areas such as taxation, finance, competition, and consumer protection. Studying the “Economic Law” course is an essential part of cultivating interdisciplinary legal talent.
At the 2024 National Education Conference, General Secretary Xi Jinping emphasized the need to further promote the opening up of education, balance “bringing in” and “going global,” and continuously enhance the international influence, competitiveness, and discourse power of China’s education. The “Education Power Construction Plan Outline (2024–2035),” released in early 2025, further clarified the implementation of a national education digitalization strategy and the promotion of high-quality MOOCs “going global.” Against this backdrop, the export of MOOCs is not only an important path for opening up education but also a strategic move to enhance the international discourse power of Chinese education.
The global launch of the “Economic Law” MOOC is a concrete measure by Liaoning University to respond to the national call for educational opening up and to contribute to building a community with a shared future for humanity. It also represents a significant achievement in the internationalization of courses under Liaoning University’s national first-class law program and its collaborative innovation base for cultivating talent in foreign-related legal affairs. This initiative will not only enhance the international reputation and influence of Liaoning University’s law program but also contribute Chinese wisdom and solutions to global legal education. Seizing this opportunity, the university will continue to advance the digitalization and internationalization of more high-quality courses, strengthen exchanges and cooperation with the international academic community, and cultivate more outstanding talent with international perspectives and legal literacy.
