On March 5, 2026, Cao Lan, Member of the Party Group and Vice Director of Liaoning Provincial Department of Education, and her delegation visited Liaoning University (LNU) to conduct a special research on the school’s innovative practices in advancing the integrated development of education, science and technology, and talent driven by real problems in social practical scenarios. Pan Yishan, Secretary of the CPC Committee of LNU, and Zhang Hongxin, Deputy Secretary of the CPC Committee of LNU, accompanied the research.
Cao Lan fully affirmed the achievements made by LNU in the coordinated promotion of the integrated development of education, science and technology, and talent. She stated that LNU has thoroughly implemented the spirit of General Secretary Xi Jinping's important exposition that “Problems are the starting point and also the driving force for innovation”. Adhering to a problem-oriented approach, the university has actively built innovative platforms such as “Kanguawang” and the Urban Research Institute. Focusing on the practical problems encountered in the process of advancing the all-round revitalization of Liaoning, it has carried out continuous applied research and practical exploration, achieving positive results. She hoped that the university would further summarize experience and refine its distinctive features. Against the backdrop of constructing the theoretical system of philosophy and social sciences with Chinese characteristics, the university should elevate the successful practices in its explorations into regular understanding, develop institutional outcomes that can be replicated and promoted, and further highlight its school-running feature of driving the integrated development of education, science and technology, and talent with real problems. It is expected to demonstrate the responsibility of LNU in accelerating the construction of an independent knowledge system of Chinese philosophy and social sciences.
Pan Yishan gave a detailed account of the university’s school-running practices in promoting the integrated development of education, science and technology, and talent driven by real problems in social practical scenarios. He stated that LNU has thoroughly implemented the spirit of General Secretary Xi Jinping’s important speech at the Symposium on Philosophy and Social Sciences Work. Rooted in then land of Liaoning, the university guides its faculty and students to practice the school-running philosophy of “Stepping out of the campus to explore practical scenarios, going into society to identify real problems, and moving to the forefront to pursue pragmatic innovation”. It has moved its scientific research platforms forward to the frontline of revitalization and development, accurately aligned with the needs of local industrial and social development, and proactively transformed its advantages in education and science into tangible results for serving the high-quality development of the local area, thus practicing the concept of “Writing dissertations on the motherland's soil” with concrete actions.
During the research, Cao Lan and her delegation conducted on-site inspections of the university’s One-stop Community for Talent Cultivation, Scientific Research and Social Services, the Laboratory of Scenario Action Mechanism, and the Scenario·Problem·Innovation Laboratory, and other facilities.
