Brilliant spring scenery abounds with vitality. On the afternoon of March 12, more than 2,700 deputies to the National People’s Congress (NPC) gathered at the Great Hall of the People in Beijing for the closing meeting of the fourth session of the 14th NPC.

Before the closing meeting, Liu Jingyu, deputy to the NPC, Secretary of the Party Committee and Chairman of CALB Technology Co., Ltd., said, “I was greatly encouraged and deeply aware of the heavy responsibility after listening to the important speech delivered by General Secretary Xi Jinping when he joined the deliberation of the Jiangsu delegation. With the rapid development of new energy vehicles, energy storage and other industries, new energy batteries are becoming an important pillar supporting the green transition. Enterprises will continue to strive for breakthroughs in core and key technologies, and lead industrial innovation through scientific and technological innovation.”

The atmosphere in the 10,000-seat auditorium of the Great Hall of the People was solemn and enthusiastic.

The closing meeting began at 3 p.m., presided over by Zhao Leji, executive chairman of the presidium and executive chairman of the session.

The session approved the Report on the Work of the Government, the Outline of the 15th Five-Year Plan for Economic and Social Development, the Work Report of the Standing Committee of the NPC, and other documents. It adopted the Code on Ecological Environment, the Law on the Promotion of Ethnic Unity and Progress, the Law on National Development Planning, and a decision approving the report of the Standing Committee of the NPC on the progress of legal sorting and the handling of relevant laws and decisions.

The fourth session of the 14th NPC successfully completed all its agenda. Upholding democracy, pooling wisdom, acting in strict accordance with the law, and building broad consensus, the session was one of gathering strength, pursuing solid work, and striving forward in unity.

In his speech, Zhao Leji pointed out that we must thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China and all plenary sessions of the 20th Central Committee, earnestly implement the arrangements of the Fourth Plenary Session, deeply understand the strategic positioning of the 15th Five-Year Plan period set by the Party Central Committee, accurately grasp the guiding principles, important principles, goals, tasks and policies and measures for economic and social development during the 15th Five-Year Plan period, and do all work solidly and effectively in accordance with the arrangements of this session. We must unswervingly manage our own affairs well, strive to achieve a good start for the 15th Five-Year Plan, and turn the grand vision into a beautiful reality step by step.

At 3:40 p.m., the session concluded with the majestic national anthem.

“The achievements of the session fully demonstrate the remarkable advantages of whole-process people’s democracy and the country’s fundamental political system,” said Xing Yuntang, deputy to the NPC and EMU driver of the Sankeshu Locomotive Depot, China Railway Harbin Group Co., Ltd. He will continue to root himself at the frontline, listen more to the demands and aspirations of the people, pool the wisdom and strength of the grassroots, and contribute to a good start for the 15th Five-Year Plan.

Jiang Chaoyang, deputy to the NPC and Vice President of the Hunan University of Medicine General Hospital, said that we must put the people and life first, promote good medical ethics and professional conduct, vigorously advocate healthy and civilized lifestyles, promote the shift from focusing on treating diseases to focusing on health, and better meet the people's growing diverse needs for health services. “I will promptly convey the spirit of the two sessions to my colleagues and the people around me, and work with everyone to build a Healthy China,” Jiang said.

“The Outline of the 15th Five-Year Plan proposes to further integrate culture and tourism. Enshi Prefecture has vigorously developed cultural tourism, empowering economic and social development with culture. In 2025, Enshi received 110 million tourists and achieved a comprehensive tourism income of 92 billion yuan. Tourism has become a pillar industry, a livelihood industry and a happiness industry,” said Xia Xijian, deputy to the NPC and Governor of Enshi Tujia and Miao Autonomous Prefecture, Hubei Province. He will comprehensively promote the transformation and upgrading of the cultural tourism industry, build a sound tourism industry ecosystem, maintain an honest and fair market order, and further enhance tourists’ experience.

Spring comes to the fields, and the vast land breeds hope for a bumper harvest. Wu Jinbi, deputy to the NPC, Secretary of the Party Committee and Director of the Village Committee of Shengshen Village, Shengxin Town, Nan’an City, Fujian Province, is full of confidence. In recent years, the village has enjoyed thriving industries, a beautiful ecology, and a better life for villagers. “After returning, I will continue to work hard with the villagers to strengthen the e-commerce park and logistics park, attract young people to return home to start businesses, and also plan to introduce AI technology to rural areas, enabling villagers to ‘handle affairs with one click’,” Wu said.

“The Outline of the 15th Five-Year Plan has set clear goals for the next five years, and the Law on National Development Planning will further ensure the effective implementation of the plan under the rule of law. I am full of expectations for the future,” said Yu Miaojie, deputy to the NPC, Deputy Secretary of the Party Committee and President of Liaoning University. “Through the implementation of each five-year plan, we can better translate institutional strengths into governance efficiency. We must cultivate more high-level talents in line with national strategic needs to provide strong support for China’s economic and social development.”

This year marks the start of the 15th Five-Year Plan. The blueprint for development has been drawn, and a bright future inspires us to forge ahead. The deputies said that they will work with one heart and one mind, forge ahead with determination, seek truth and be pragmatic, strive to deliver achievements for the people and through solid work, and constantly open up new prospects for the construction of Chinese-style modernization.
