
“The reform of primary and secondary school textbooks must become the decisive lever for embedding China’s fine traditional culture into the law related education of the youth.” said Yu Miaojie, National People’s Congress deputy and Deputy Secretary of the CPC Committee and President of Liaoning University. He noted that basic education today faces the challenge of fostering cultural confidence and guiding values. Cultural immersion, he argued, can help strengthen minors’ legal awareness and sense of national identity, fulfill the fundamental task of moral education, and cultivate a new generation capable of contributing to the rule-of-law society.
Yu pointed out that excellent traditional Chinese culture is not only an important source of the core socialist values but also a deep foundation for legal education. Although China’s basic education has achieved remarkable results, he observed that young people’s understanding of the nation’s history and culture remains uneven, and there is still room to expand the coverage of traditional Chinese culture in textbooks. Integrating traditional culture with legal education is, in his view, a key measure to boost young people’s cultural confidence and legal awareness.
Yu suggested that the top-level design of textbook reform should be deepened by incorporating excellent traditional Chinese culture into the core content of courses such as Morality and the Rule of Law. Traditional values such as “patriotism, benevolence, and harmony” should be integrated with the spirit of the rule of law. At the same time, case studies should be included in courses on ideology and politics, Chinese language, and history to help young people understand the inner connection between traditional Chinese culture and the development of the modern rule of law.
Regarding curriculum and textbook compilation, Yu proposed including traditional moral tales and legal stories in the teaching system so that young people can experience the contemporary value of traditional legal culture in vivid forms. In terms of teacher training, he called for increasing the weight of traditional culture and legal education content in teacher qualification examinations, aiming to cultivate versatile teachers with both professional competence and cultural literacy. Furthermore, he recommended combining off-campus cultural resources with practical legal teaching, enabling young people to experience the integration of traditional culture and the spirit of the rule of law through hands-on activities.
