YAN Hai, Professor in School of Law, Liaoning University, Director of Liaoning University’s Center for National Governance and Rule of Law Research, Finance Law; Finance and Tax Law; Energy Law; Regulatory Law, Dr. Yan has devoted himself to research for China’s transformation of modern national forms of rule of law using economic thinking for years, such as “Regulating Nation”, “Revenue Nation”, “Environmental Nation”, “Social Nation” and so on. Dr. Yan has published his own monograph named “Process, Office and Power of Budgeting: Based on the Paradigm of the Politics of Law” and “Money is Power: Monetary Regulation Power”, etc. Furthermore, Dr. Yan also has published papers named “Theoretical Structure of Judicial Budget System”, “Expression Freedom, Public Access to the Media and Governmental Regulation”, “Knot and Sword: Study on Explanations to the Facts Function of Substantive Taxation Principle”, “Study on Risk Regulation Paradigm of Economic Law”, etc. Dr. Yan’s research results have a significant impact in academe, such as the view of human rights of economic law, risk regulation paradigm of economic law, Chinese constitutional logic of public budget, theory of rule of law of monetary regulation power, legal construction of utilities franchise, the financial ecology of private law of banks and the legal innovation of China's energy, etc. Dr. Yan has been granted over 30 prizes including prize for philosophical, social and scientific outcome, provincial prize for natural scientific outcome, various academic prizes issued by provincial social sciences association, China Law Society, local law society and single law study society, etc.
