Dr. ZHAO Bingui, male, be born in November 1959 in Anshan of Liaoning, the member of the Communist Party of China, is professor and doctoral supervisor about Criminal law of Law school in Liaoning University, academic leader in criminal law. He has got bachelor of law and doctor of law from Jilin University and master degree from criminal law school of Renmin University of China.

From March 2013 to May 2013, has been a visiting scholar in School of law, Taiwan Soochow University

From October 2007 to January 2008, has been a Senior visiting scholar in Waseda University, Japan.

Prof. Dr. Zhao has been engaging in teaching and researching about criminal law and Criminology for many years. He has published many monographs which include "Legal rights and protection of enterprises" (Liaoning people's publishing house, 1990 edition), "Theory and practice of financial law" (Chinese Society Press, 2000 EDITION), "The research on the imaginative coincidence of crime " (Chinese procuratorial press, 2007 Edition),"The research on the imaginative coincidence of crime"  (Chinese procuratorial press, 2007 Edition), “Research on the problem of competing in Criminal Law " (Chinese procuratorial press, 2013 Edition) etc. Have written 4 textbooks which include "Criminal law course" (Northeastern University press, 1999 edition), "Study on the problem of economic crime in general "(people's daily press 2007 Edition) etc. Also, have published more than 60 papers on national or provincial  newspapers and magazines, such as “The Jurists” , “ Law Science”, “Criminal Science”,  “Theory Front ”, “Journal of National Prosecutors College”, “People's Court Daily”, “Criminal Law Review”; “Contemporary Law Review” “Procedural law review” etc.

Prof. Dr. Zhao has participated in the research program funded by the National Social Science Foundation of China, "Research on the question of competing in criminal law" (2008, host). Also, have participated some national or provincial research project, such as "The nature of the crime of accepting bribes and its development" (2008, host) which is research project of higher education institutions.

Prof. Dr. Zhao has been the executive director of the Chinese juvenile Criminology Research Association, the executive vice president of Liaoning Provincial Youth Law Research Association, the vice president of Liaoning Institute of criminal law, the president of the law society of Shenyang. He has also worked in Liaoning HengJing law firm, etc.

From 1996 to 1997, he took a temporary post as standing committee of Haicheng Municipal committee of the CPC. From 1989 to 1990, took a temporary post as deputy chief of Arrest Approval Section in the people's procurator of Dongling district, Shenyang.
