BIAN Shu, male, who was born in 1973, is P. D. Economics and Professor, serving as doctoral supervisor and specially appointed Professor. He was selected into the hundred level of “Talents Engineering” and the talents supporting plan of institution of higher learning in Liaoning. Bian Shu was rated as an excellent-young-backbone teacher of Liaoning colleges, advanced individual of “Three Educates” in Liaoning University, A class middle-young backbone teacher and prominent teacher in Liaoning University, as well as was nominated in national “Talents Engineering” in 2015. He is also holding the post of person in charge to social security research center in Liaoning University, member of China Social Security Society, youth member of Social Security Society, member of Youth League “China Social Security 30 Forum, executive member of Liaoning Social Association as well as visiting researcher of International ·Public Policy College in Japan Hitotsubashi University. Professor Bian Shu is acting as reviewer of the following including NSFC (National Natural Science Foundation of China) Communication, scientific research initial funding for returned scholars under the Ministry of Education, Chinese core periodicals (version of Peking University), paper examination of master and doctor dissertation under the Ministry of Education as well as of various domestic journals.
BIAN Shu has taken the Bachelor of Economics, Master of World Economy and PhD of National Economics in Liaoning University successively in 1996, 1999 and 2005. He stayed for teaching in 1999. Then he has engaged in the research work of world economy (Japanese economy) in Japanese Institution during 1999-2004, teaching and research work of national economy in school of economics during 2004-2008, as well as teaching and research work of population, resources and environmental economics and social security in Institute of Population Research of Liaoning University from 2008 till now.
Professor BIAN Shu has the research fields of population, resources and environmental economics as well as social security theory and policy. Since staying for teaching, he has completed writings with results in total over 2 million words in ten years, average more than 100000 words completed annually. Bian Shu has published over 70 papers on more than twenty academic journals successively, such as Chinese Population Science, China Soft Science, International Finance Research, Foreign Economy and Management,Economy and Management Research as well as Population and Economy. 7 of these papers were reprinted in full text by the press materials of RUC (Renmin University of China). He completed 2 academic monographs in publish and taken part in 9 writings and textbooks. Bian Shu has independently taken charge of over 30 major programs under NSFC (Natural Science Foundation of China), Humanities & Social Science of Ministry of Education, Humanities & Social Sciences Fund and Studying Abroad Fund of Ministry of Education as well as China-Japan cooperation topics etc. He has taken part in 3 major programs under national social science fund as the principal to sub-topics and many other projects, wining 2 first prizes of Liaoning social science prize (government awards), 1 second prize, 4 third prizes and 6 other prizes at municipal level.

Main ideas
Professor BIAN Shu early proposed the theoretical perspective of social security “optimal contribution rate” and the “dynamic equilibrium” in fund balance of payment, which made the change to traditional research as setting contribution rate as known variables. This theoretical perspective designed the optimal contribution rate in different time period to realize the dynamic equilibrium of social security fund balance of payment, as the prerequisite of analysis to population and economic change and by setting the affordability of enterprises, individuals and finance as constraint condition. On the aspect of establishing minimum subsistence guarantee system, he put forward the step-wise living assistance conception composed of food line, basic living line, sustainable living line, initial development line and integrated development line, and designed the negative income tax scheme with employment incentive effect, thus to help low-income groups to get rid of “poverty and unemployment”. Moreover, he also presented the ideas of “combined redemption strategy of implicit debt” and “parameter optimization mechanism of endowment insurance” etc, having a certain impact on academic circles.
