Prof. LIU Jianwen, Ph.D and post doctorate in law, doctor supervisor, professor of national talent projects, is currently  professor of law in Liaoning University. He is also president of the China Association for Fiscal and Tax Law, Standing Committee Member of the China Law Society, Vice President of the China Certified Tax Agents Association, Legislative Expert Consultant of the NPC Standing Committee, Expert Advisory Committee Member of the Supreme People’s Procuratorate, Law Advisor of the Beijing Committee of the Communist Party of China, Law Advisor of the Ministry of Finance, Member of the Administrative Reconsideration Committee of the State Taxation Administration, and Chief Expert of major programs of the National Social Science Fund.

Prof. LIU Jianwen gave lectures on legal system for the NPC Standing Committee respectively in 2006 and 2017. He was  advisor for drawing up the “State-Owned Assets in Enterprises” of the National People’s Congress, group leader for drafting the entrusted project “Basic Law of Taxation (the General Tax Law)”  by the Finance and Economic Committee of the National People’s Congress, group leader for drafting the entrusted project “General Provisions of Tax Law” by the Budget Committee of the NPC Standing Committee, and group leader for modifying and assessing on the “Law of the PRC on the Administration of Tax Collection” of the State Taxation Administration. He took part in drawing up tax laws on special regulations such as “The Law of the People’s Republic of China on Enterprise Income Tax”, “Environment Protection Tax Law of the People’s Republic of China” and “Tariff Law”(draft). He also participated in drafting and modifying over 10 general laws such as “Legislation Law of the People’s Republic of China”, “Budget Law of the People’s Republic of China”, “Individual Income Tax Law of the People’s Republic of China” and “Law of the PRC on the Administration of Tax Collection”.  

Prof. LIU Jianwen presided over more than 30 national or ministerial projects including major bidding projects, key projects and general projects of the National Social Science Foundation of China, and projects of the National Science Foundation of China. He published over 200 papers on journals and newspapers such as “Social Sciences in China”, “China Legal Science”, “Chinese Journal of Law”, “Cass Journal of Political Science” and “The People’s Daily”, among which many papers were reprinted by “Xinhua Digest” and “Chinese Social Science Digest”. He published over 50 works like “Public Finance Supervision in the New Era of the Rule of Law” (National Achievements Library of Philosophy and Social Science), “The Road to Rule of Law in Public Finance and Taxation: Conviction and Pursuit”, “The Road Toward a Strong Nation: Destroyments and Establishments in the Fiscal-Rule of Law” and “Financial Governance of China: the Historical Responsibility of the Fiscal and Tax Law”. His academic works achieved second prize of the Outstanding Achievement Award on Scientific Research (social science) of higher education institutions nationwide, first prize of the Beijing Philosophy and Social Science Outstanding Achievement Award, second prize of China Law Society Outstanding Achievement Award, and third prize of the Qian Duansheng Law Research Achievement Award.
