Prof. Mu Huaizhong is a doctor of Economics, and a senior professor and doctoral supervisor of Liaoning University. He is a well-known expert in the field of national social security, and a scholar of 100 people in the national “Hundred Thousand Talents Project”. He enjoys the Special Allowance of the State Council. He is a “climbing scholar” of colleges and universities in Liaoning Province, an excellent expert in Liaoning Province, has been awarded the Achievement Award of Philosophy and Social Sciences in Liaoning Province, and is the leader of the innovation team of colleges and universities in Liaoning Province. He has been an expert reviewer of the Management discipline of major projects of the Ministry of Education, the National Social Science Foundation of China and the National Natural Science Foundation of China for many times.

He has long been engaged in research on income distribution of the national economy, population and social security, and optimal allocation of social resources. He has published over 90 papers in core journals such as Economic Research and China Population Science, published 20 academic works and textbooks, and presided over one key project of the National Natural Science Foundation of China. He once presided over four general programs of the National Natural Science Foundation of China, two of which were appraised as excellent. He was responsible for two major projects of the National Social Science Fund and three projects of the National Social Science Fund, one of which was appraised as excellent. He has presided over one Asian Development Bank project, mainly participated in two major research projects of the Ministry of Education, and one major project of the Ministry of Human Resources and Social Security and the Ministry of Civil Affairs. His research achievements won 17 provincial and ministerial awards. The theories he created mainly include: the theory of appropriate level of social security, the theory of social security gradient docking, the theory of survival fairness in the three distributions, the theory of dual welfare difference and its pension compensation, and the theory of income distribution of national wealth population structure.
