Professor Liu Guorui is a researcher at the second level and a doctoral supervisor, receiving a special allowance from the State Council. He is currently serving as director of the Institute of Higher Education of Liaoning University as well as director of the Research Center for Higher Education Development Strategy and Policy of Liaoning University. Prof. Liu also performs duties as a member of the Academic Development Consulting of China Association of Higher Education and as executive director of the Major Committee in Higher Education of China Association of Higher Education.

Prof. Liu Guorui has been engaged in research on development strategy planning and on policies of higher education and higher-education management. He has published many monographs, including “Higher Education Management”, “Regional Economic Development and Disciplines Construction”, “Outline of Regional Higher Education Sustainability”, “Regional Innovation System Construction and University Services Strategy”, and “Overall Planning of Higher Education by Provincial Government: Power, Ability and Effectiveness”. Prof. Liu has published more than 60 academic papers as the lead author in journals such as Educational Research, Higher Education Research, China Higher Education Research, Tsinghua University Education Research and National Academy of Education Administration, many of which have been reprinted by Xinhua Digest and China Social Science Digest. He won the second prize at the Eighth Scientific Research Achievement Awards (Humanities and Social Sciences) of the Ministry of Education, three second prizes, and one third prize at the National Outstanding Education Scientific Achievement Awards. Additionally, Prof. Liu was rewarded the title of Outstanding Expert in Liaoning, Leading Talent in Liaoning, and Leading Talent in Philosophy and Social Science in the Liaoning Revitalization Talent Program.
