Abstract: After the global green transformation has entered a new stage, the insufficient effectiveness of the existing system and the lack of effective institutional arrangements have caused the institutional dilemma. Differences in national interests have become a major factor hindering global governance, and the concept of building a green community with a shared future for mankind has become a way to enhance the effectiveness of the global governance system an important way. When national governance, as the root of global governance, plays a leading role in the green transition, there are many international organizations, national and social organizations the prescription of common treatment has become the proper choice.
