Abstract: Ecological environment is the basis of human survival, ecological compensation is one of the effective measures to control water pollution, establish and improve the whole basin water the legal system of resource ecological compensation is an important measure for the country to promote the construction of ecological civilization, and it is also a major decision for the construction of an ecological civilization society. Of water environment, there are two key contents of ecological compensation for pollution, one is damage compensation and the other is gain compensation. This paper is to sort out the basis of China's water environment ecological compensation system. Based on the above, four principles and four suggestions on the construction of laws and regulations for water environment ecological compensation are put forward.
