Research on Optimization of Forestry Industry Structure in Inner Mongolia Based on Grey System Theory

 Abstract:Mongolia will cease commercial logging of all natural forests from April 1, 2015. The complete cessation of commercial logging of natural forests is an inevitable choice for ecological civilization construction, but the forestry industry will inevitably face a painful period of transformation. Optimizing the structure of Inner Mongolia's forestry industry is a necessary condition for the transformation and upgrading of the forestry industry. In this context, this article combines the actual situation of forestry in Inner Mongolia and uses grey system theory to study the optimization of the forestry industry structure in Inner Mongolia.

This article first defines the concepts of forestry industry structure and optimization of forestry industry structure, elaborates on the basic theories of forestry industry structure optimization and grey system, and then analyzes the current situation and existing problems of forestry industry structure in Inner Mongolia; Secondly, using the data of forestry industry output value in Inner Mongolia from 2005 to 2014, the grey correlation theory is used to calculate the correlation between the output value of the three forestry industries in Inner Mongolia and the total output value of Inner Mongolia's forestry industry, as well as the correlation between the output value of sub industries within the three industries and the output value of their respective industries. The impact of the output value of the three forestry industries in Inner Mongolia on the total output value of forestry is analyzed, and the sub industries with a high correlation with the output value of the three forestry industries are selected; Finally, using the grey development decision-making method, the development coefficients of various sub industries in Inner Mongolia's forestry were obtained. Combined with the obtained correlation and development coefficients, the sub industries of Inner Mongolia's forestry were comprehensively ranked, providing a theoretical basis for Inner Mongolia's forestry to choose priority development industries and optimize the forestry industry structure reasonably.

According to empirical research results, there are indeed four problems with the forestry industry structure in Inner Mongolia: firstly, the proportion of the secondary and tertiary industries in the forestry industry is still not high; Secondly, the level of forest cultivation is not high; Thirdly, the added value of forest products is low; The fourth is the slow development of emerging industries. Based on the above issues, the corresponding strategies for optimizing the forestry industry structure are: first, adhere to the principle of ecological priority and attach importance to the ecological benefits of forestry; Secondly, increase the proportion of the forestry secondary and tertiary industries to make the proportional relationship between the three industries more reasonable; Thirdly, prioritize the development of dominant industries with absolute advantages, thereby forming a radiating and driving effect on other forestry industries; Fourthly, increase the development efforts of basic industries mainly focused on forest cultivation; Fifth, increase the added value of forest products; Sixth, develop the understory economy and improve economic benefits; Seventh, further develop the forest tourism service industry, utilize media for promotion, and improve the level of tourism services; Eighth, increase investment in scientific and technological innovation, professional talent training, and support for emerging forestry industries.
