Research on Haze Management in F City from the Perspective of Gray Stoke's Governance Theory

Abstract:Haze pollution is a new type of atmospheric pollution phenomenon caused by various physical and chemical reasons. Since 2012, a large area of China has suffered from varying degrees of haze pollution, which has had a negative impact on social and economic development, and has also caused varying degrees of damage to the physical and mental health of residents. Therefore, the control of haze pollution should be given great attention. Haze control is also a global issue, and Western industrial countries have also experienced the pain caused by the invasion of haze in their development, constantly exploring ways to control it. Some cities in our country have already adopted effective technical and legal measures in the field of haze control. However, the control measures should still be continuously explored and studied for improvement. This article applies governance theory to the problem of haze control, studies the current situation of haze control in F city, analyzes the reasons for the problems and proposes corresponding countermeasures, hoping to provide some reference for the haze control problem in F city.

The full text consists of five parts, and the structure of the paper is as follows: The first part is the introduction, which includes the research background and significance of this paper, a review of domestic and foreign literature, the characteristics and innovative points of the paper, and research methods, including literature research method, empirical and case analysis method, questionnaire survey method, and other research methods. The second part is a review of the definition of concepts and theories, defining the concepts of haze and haze governance, and elaborating on Grey Stoke's governance theory, which serves as the theoretical basis for the paper. The third part is an explanation of the problems, explaining the overview of F city, the current situation of haze weather and haze governance, as well as the objective problems that have arisen in haze governance, such as low transparency of information disclosure, low citizen satisfaction, limited coverage of citizen participation, and relatively backward governance methods. The fourth part analyzes the reasons for the problems proposed in the third part, and analyzes the fundamental reasons for the government's existence of the above problems from the perspective of governance theory. The fifth part proposes specific measures to improve F city's haze governance, such as strengthening the government's information disclosure system, strengthening citizen participation, achieving autonomy of multiple subjects, and developing management tools to achieve scientific management.
