Abstract: Water ecological civilization is significant to achieve sustainable economic and social development,sound and fast development,and the harmonious coexistence of people and nature,and so on.Recently,due to persistent drought in Liaohe basin,the agricultural non-point source pollution,the substandard discharge of tributary pollutant, the ecological water dropped and the bench land exposed,resulting in soil erosion, desertification,the decline of water natural repair capacity,serious water pollution and degradation of ecological environment.Therefore the government have shut down some small and medium-sized polluting enterprises,return the farmland to river,perform natural enclosure,and take the management and engineering measures to construct rubber dam ecological engineering and wetlands.As a result,the water quality gradually improved and the ecology gradually recovered.

Some studies have indicated that the rubber dam ecological water engineering has obvious improvement effect on river water quality.By changing the hydrological characteristics of river,it enhanced water level in front of dam,expanded ecological water,slowed down water flow,improved light conditions,enriched the content of dissolved oxygen etc.So it acquired a good achievement in the removal of water pollutants.In addition,can obtain good recovery in the ecological system.It has played an important role in the construction of water ecological civilization.

The rubber dam ecological water engineering was selected as object to analyze the effect and importance of its purification in northern seasonal river.Sampling in upper reaches point,lower reaches 500 m point and backwater reaches point of rubber dam, combined with water temperature,flow rate,pH,dissolved oxygen,the project monitored and analyzed the typical water polluting index(COD,BOD5,NH4+-N,SS)to launch the study of rubber dam as the representative ecological water engineering’s application to the water purification in Liaohe reserve,further,to explore the countermeasures to establish the water ecological civilization system.It provided an important reference for the formation of the water ecological civilization system.To further consummate the water ecological civilization of Liaohe Basin,we should rely on the existing hydraulic engineering,from the policy support,change the thinking,green economy,ecological engineering and public participation five aspects to contribute to the construction of the Liaohe Basin water ecological civilization.
