Abstract:The ecological environment compensation between the upper and lower reaches of the basin is the transfer of water rights and interests in the upper reaches under the condition of reasonable division of benefits in the basin after the balance of interests. In order to achieve this balance of interests, it is necessary to ensure the balance of interests between the beneficiaries and the losers through some effective institutional arrangement step aside. In the face of the difference between the upper and lower reaches of the river basin, ecological deterioration and many drawbacks of the government-led ecological compensation model, we must fully rely on the legal system the supply and implementation of various systems, such as economic system and management coordination, and public participation, can provide adequate and adequate protection for the ecological environment of the upstream and downstream river basins. Efficient ecological compensation, so as to realize the coordinated development of the upstream and downstream ecological environment, economic and social coupling system, and harmonious coexistence between man and nature.
