Abstract: The problem of urban environmental pollution is the most severe crisis faced by human society, especially in today's cities, the ecological problems are more prominent, and the environmental pollution problems in cities are becoming increasingly serious, which has become the biggest obstacle to the sustainable development of cities. After entering the 20th century, the most important part of the history of human development is the history of urbanization, which is like a double-edged sword, which has brought huge economic benefits, promoted social progress, created and enabled human beings to enjoy civilization, but also caused negative effects such as environmental pollution and social disorder. In the face of the growing problem of urban pollution, some people have adopted an attitude of avoidance, especially in developed countries, and some have gone to the suburbs or villages. Having experienced urban problems such as environmental degradation, frequent public pollution, poor living conditions of residents, and drastic changes in moral concepts, some international organizations have warned the world that urban environmental problems are one of the most serious challenges facing all countries in the world in the 21 st century. Urbanization is an inevitable trend that cannot be avoided in any country or region. So we have to face up to the urban environmental problems. This paper studies the problems of urban environmental pollution control in China, and takes the current situation of environmental pollution control in Shenyang as an example. Clarify the role and responsibility of the government in urban environmental pollution control and the role of other organizations in the society, discuss the problems of China's urban environmental pollution control system from a new perspective, use polycentric governance theory to better solve a series of problems in China's urban environmental pollution control, and try to solve the disadvantages of urban environmental pollution monistic governance, and put forward a long-term governance model, so as to improve the quality and efficiency of urban environmental governance, so as to further achieve the goal of "environment-friendly society" proposed by the state.
