Management of the Multi-center Rural Problems of Environmental Pollution Control--A Case of S Country

Abstract: With the process of rural urbanization, the rural economy has achieved rapid development, and the living standards of farmers are constantly improving, but at the same time of economic development, excessive attention is paid to economic indicators and environmental protection is neglected, so it has brought serious pollution to the rural environment. From a long-term point of view, the problem of rural environmental pollution will certainly become a major problem restricting the further development of rural areas, and this requires us to correctly handle the relationship between the economy and the environment, government regulation and enterprises, and other stakeholders. Under the policy of highly advocating the construction of a new socialist countryside, how to properly deal with the problem of rural environmental pollution is of far-reaching significance to the future development of rural work. At the same time, this is a huge test for the local government. This paper applies the "polycentric governance theory" proposed by Mr. and Mrs. Ostrom, and advocates the establishment of multiple power centers and multiple governance organizations in rural environmental pollution control, so as to improve the efficiency of rural environmental pollution control. At present, China is vigorously developing the "three rural" issues, and how to effectively control rural environmental pollution has become a key issue. This paper analyzes the roles and functions of the government, the market and the third sector in polycentric governance, and discusses how to maximize their respective roles in rural environmental pollution control. The full text is divided into four parts. The first part provides an overview of related concepts and various governance theories. The content, characteristics and significance of polycentric governance theory for rural environmental pollution control are elaborated in detail. The second part is the effectiveness and mode of rural environmental pollution control in S County. In the third part, the problems existing in rural environmental pollution control in S County are discussed, and the reasons are analyzed from a multi-center perspective. The fourth part is to establish a multi-center approach to the management of rural environmental pollution. It includes changing the role of the government in the prevention and control of rural environmental pollution, such as reshaping the rural environmental pollution policy system, strengthening the government's comprehensive management of rural environmental pollution, and organizing village planning and governance; Give full play to the supporting role of market mechanisms in rural environmental pollution, such as enhancing the sense of social responsibility of township enterprises, promoting marketization of environmental pollution control, and using external invisible constraints to restrict environmental pollution by enterprises; improve the role of the third sector in the process of environmental pollution control; Strengthen farmers' awareness of participation in environmental pollution control. The establishment of a polycentric governance model of rural environmental pollution is a coordinated, orderly work with very high requirements, which involves the interests of enterprise profits, farmers' production costs, environmental pollution control capital investment, infrastructure investment and many other aspects, so the government should carry out rural environmental pollution control in a mandatory manner at the same time, but also coordinate with various relevant departments, mobilize their enthusiasm, and carry out rural environmental pollution control for the whole people.
