Abstract: For a long time, Liaoning Province relied on heavy industry to drive economic growth, which caused resource depletion and environmental pollution. Therefore, pollution control and environmental protection are closely related to people's health and sustainable development. The frequent changes of energy-saving and emissions-reduction policies have caused people to think about the changes of energy-saving and emissions-reduction policies. This paper takes the policy change of Liaoning provincial government for energy conservation and emission reduction as the research object, and uses the framework of support alliance to analyze the logic of the change in depth, so as to propose solutions to the problems existing in the policy change. This paper is divided into five parts. The first part is introduction. This paper introduces the origin of the problem, the basis of the topic selection, the research purpose, the research significance, the literature review at home and abroad, the research methods and the innovation points. The second part is the definition of related concepts and theoretical connotation. This paper explains the concepts of energy conservation, emission reduction and policy of energy conservation and emission reduction, and explains the support alliance framework of Paul A. Sabatier and Hank C. Jenkins-Smith from the academic perspective, including policy belief system, policy-oriented learning and support alliance framework. The third part, Liaoning provincial government energy-saving emission reduction policy change status and existing problems. This paper introduces the current situation of energy conservation and emission reduction policy changes of Liaoning Provincial government. Based on the analysis of the current situation, this paper studies the policy changes of Liaoning provincial government based on the framework of support alliance and extracts the key points, including the difficulty in reaching substantive consensus, the lack of impetus for policy changes and the alienation of policy changes. The fourth part analyzes the causes of the problems in the change of Liaoning provincial government's energy conservation and emission reduction policies. The causes of the problems are the divergence of ideas and interests, the internal and external constraints of policy change and the difficulty in forming the alliance framework. The fifth part puts forward the countermeasures to solve the problems existing in the policy change of energy conservation and emission reduction of Liaoning Provincial government. Specific measures include: setting up the common value concept of policy change, eliminating the hindering factors of policy change and reasonably constructing the support alliance framework of provincial energy conservation and emission reduction policy change. By using literature research method, system analysis method and empirical analysis method, this paper selects the change of Liaoning provincial government's energy conservation and emission reduction policy as the research object, collects relevant data and information, and conducts in-depth investigation on enterprises related to energy conservation and emission reduction in the province. It is expected to select typical cases for in-depth analysis, to provide experience for the national local government energy conservation and emission reduction policy changes, and then improve the modernization of local government governance capacity.
