Research on China's Ecological Civilization Construction from an Asymmetric Perspective

Abstract: With the deepening of global interdependence, the relationship between developed and developing countries is no longer limited to military, economic, political and other traditional fields, and ecological and environmental issues have increasingly become a new hot issue in international relations. By virtue of their economic advantages and political influence, developed countries are in a leading position in the formulation of international environmental rules, attempting to limit the development of developing countries through environmental issues. As the largest developing country, China must vigorously strengthen its own ecological civilization. If China solves its own ecological problems well, it will make the greatest contribution to solving the global environment. First of all, this paper introduces the asymmetric interdependence theory into the study of environmental problems, and analyzes the asymmetric status of developed countries and developing countries in the field of environment. Since developed countries have completed the industrialization process early, they are ahead of developing countries in terms of economic and technological level, environmental governance ability and international discourse power. This asymmetric relationship makes the views and positions of the two sides on global environmental issues completely different, resulting in a series of differences. Secondly, this paper expounds the evolution of China's ecological civilization thought, from "environmental protection" to "sustainable development strategy" and then to "ecological civilization construction", China's understanding and exploration of ecological environment issues is a deepening process. In the asymmetric environment, China's ecological civilization construction is also faced with many difficulties. Within the developing countries, due to their economic development level, interest demands and greenhouse gas emissions, there is a large gap, leading to their internal contradictions and differences. However, the environmental conflicts and competitions between China and developed countries have been continuous. Some western developed countries spread the "China's environmental threat theory", which damages China's image as an environmental power. Set up green trade barriers and limit economic development of our country; It also transferred environmental pollution to our country, worsening the ecological environment further. Finally, this paper analyzes the path of China's ecological civilization construction. Starting from its own perspective, China must give top priority to environmental protection in economic, political, social and other fields and intensify efforts to promote the construction of ecological civilization. When coordinating relations with developing countries, China should keep pace with other developing countries as much as possible and strengthen internal solidarity and unity. Only with full cooperation can China hold the initiative in negotiations with developed countries in the environmental game and safeguard the common interests of developing countries. When dealing with developed countries, China should strengthen communication and dialogue with each other. We will combine the advantages of developed countries in terms of economic technology and environmental governance experience with China's advantages in population and resources, give full play to their respective advantages, make up for their weaknesses, and ultimately achieve win-win cooperation.
