Abstract: With global green transformation coming into a new stage, the institutional dilemma arising from the insufficient effectiveness of current system and a lack of efficient system arrangement has becomemore prominent. The difference in national interests is the main factor to impede global governance. Therefore, the concept of building a green community with a shared future for mankind turns to be an important way to improve the effectiveness of global governance system. When national governance as a basis for global governance plays a leading role in the green transformation, a shared governance of international organizations, nations and social organizations becomes a due alternative.
