Global climate governance INDC system development and China's countermeasures

Abstract: INDC system is the development trend of international climate governance. It is intrinsically related to the principle of "common but differentiated responsibilities", which is the theoretical and institutional basis of the former and a new way to implement the latter. The comprehensive establishment of this system in the Paris Agreement marks the transition of international climate governance from "hard law" governance to "hard law" and "soft law" co-governance, from international and domestic "separation" governance to international and domestic "coordination" governance, from "top-down" governance to "bottom-up" governance under the control of the overall goal. With the deepening of negotiations on the "Talanoa Dialogue" and the "Implementation Rules", the binding force and operability of the INDC system will continue to improve. To this end, our country should be in the internal and external two levels to actively respond.
