 Abstract: The issue of development is not only the theme of The Times, but also the problem of The Times. Under the influence of the traditional concept of development, there is a misunderstanding of the concept of "development", resulting in the division of development and environmental protection. Therefore, it is necessary to re-interpret the concept of development, and make it clear that "development" is the overall development, "development" is the sustainable development, and "development" is the development with value and modernity. In this way, the relationship between human and nature, the responsibility and obligation of human are re-positioned, and the development and environmental protection are unified in the view of scientific development.
