Abstract: From the perspective of developing finance, this paper demonstrates that the sustainable development of policy-based finance should focus on the realization of the relationship between commercial finance and policy-based finance, the relationship between macro-subject and micro-subject of resource allocation and their objectives, the special responsibility of policy-based finance and its comprehensive strength, the special publicity of its nature and function or the policy and the marketability of its specific business. The coordination and balance between the financial gap generated by the performance of its public functions and its automatic compensation mechanism, the government's full support for policy finance and appropriate supervision. It also clarifies and corrects the misinterpretation, misunderstanding and wrong solution that existed for a long time in the theoretical circle and the practical department.
