Abstract:

On November 8, 2012 party eighteen big work meeting, work reports explicitly put forward actively promote equality of migrant children accept education. The problem causes the attention of the party central committee and the social people from all walks of life. Along with the rapid development of reform and opening up, a large number of labor flow from rural to urban, the family more and more migrant workers into the city, the serious result is that more and more number of children and parents into the city, Migrant children education problem is also growing. How to make urban migrant children and urban children equally enjoy education resources, become a problem to be solved. So the research of urban migrant children education problem is very necessary.

The main content of this article is divided into five parts.

The first part, the paper selected topic theory significance and practical significance, through the analysis, the research both at home and abroad to data collection and research methods based on the summary is proposed in this paper, the possible innovation points and deficiencies.

The second part, defines basic concepts of the urban migrant workers, urban migrant children and education equity theory, and expounds practical ability of amartya sen in theory and application of the theory in this paper. Feasible ability theory mainly from political freedom, economic conditions, social opportunities, social transparency. Guarantee the safety of protection of five aspects carries on the analysis, the theoretical framework of construction paper. And put forward this theory to analysis the main performance of the urban migrant children education fairness problem.

The third part, through specific data, points out the present situation of migrant children education unfairness and the existing problems of Shenyang.

The fourth part, through to the Shenyang, in-depth analysis of the current situation of migrant children education unfair use of amartya sen's theory of practical ability to find out the real reason for migrant children education unfairness.

The fifth part, the realization of Shenyang urban migrant children education fair analysis of the countermeasures. Mainly through the following five ways: expanding urban migrant workers of political freedom and power; Correct orientation education investment subject, broadening the source of education funding channels; Achieving equality in urban migrant workers into cities, establishing and perfecting the mechanism of social education; To strengthen the government public policy enforcement of education information; Perfecting the urban migrant children education fair defensive security.
