Research on the Standard of Beijing Urban Minimum Living Guarantee

Abstract: The urban minimum living security system is the most important basic system of the social assistance system, and standard of urban minimum living guarantee is the core of subsistence, which directly reflects on the level of protection of basic livelihood of local residents. In China, whether the poor people are included in the minimum living security actually depends on the minimum living guarantee benefit levels. The poor is actually received subsistence payments is the minimum living guarantee benefit levels. The level of the minimum living standard is affected by the level of local economic development, per capita disposable income of influence, per capita food expenditure, government revenue and expenditures and other factors. Therefore, formulating the Beijing minimum living standards is need to consider the low income families maintain basic needs of life, but also need to consider the capacity of government finances. If the minimum living guaranteeing payment is too low to protect the right to life of citizens, easily lead to a crisis of survival, is not conducive to social stability, but also not conducive to building a socialist harmonious society. If the minimum living guaranteeing payment is too high, it is easy to produce "welfare dependency" phenomenon, inhibiting employment, bring enormous pressure to government finances and cause a chain of negative impact on economic development. Therefore, the study of the minimum living guarantee benefit levels in Beijing has great theoretical and practical significance.

      In this paper, the standard of urban minimum living guarantee is the entry point. Firstly, the paper describe and analyze the current situation of the standard of minimum living guarantee in Beijing, find that the standard of minimum living guarantee in Beijing is limited range of minimum living security, low security standards, lack of security standards, district and county targeted, then analyze the reasons for these problems. According to the "Beijing Statistical Yearbook", I collect 5000 household consumption expenditure of urban residents constitute data from 2003 to 2012 decade. On the basis of empirical analysis, using the extended linear expenditure system model, and each consumer spending and disposable income corresponding regression equation, I calculate the degree of fitting of Beijing urban residents in eight indicators, such as food, clothing, housing, etc. from 2003 to 2012. And then measure out the theory of survival-type poverty line, basic poverty line and developmental poverty line, and III compared them with the existing poverty line. Analysising from the government financial needs and government financial capacity two aspects can find that improving the minimum living guarantee benefit levels is feasible and the urban minimum standard can be optimized appropriately. Finally, from the perspective of fairness and social justice, we suggest to appropriately adjust to the standard of minimum living guarantee in Beijing, establish a reasonable the minimum living guarantee fund sharing mechanism, formulate scientific measurement system of the standard of minimum living guarantee, improve the classification relief system and further accelerate the legal construction of minimum living security system.
