Abstract: Resource-based cities in our country is due to the development of mineral resources and gradually establish and around the resources exploitation and establish related leading industries of the city. A third of total national urban resources city, this in the city group of the whole country is a very large proportion. We according to the type of development resources and can be further divided into the resource-based cities: petroleum resources city, iron and steel resources city, coal resources city and other types of resource-based cities. Our country quite part of strategic resources, such as oil, coal and other large and medium-sized state-owned enterprises are concentrated in the resource-based cities, which provides an important oil, coal and other mineral resources, so is the foundation of the national economic development and construction in our country. In the development of global economic integration situation, resources city faces the condition of resource gradually reduce the trend of further, they not only faced with new challenges to the survival and development, and directly affect the sustainable development of urban and regional and even national overall situation. Because of this, studies the sustainable development of resource-based cities, has an important and extensive practical significance and far-reaching strategic significance.

The development of resource-based cities in our country needs to have a scientific and sustainable development strategy as a benign lasting development for the city.

Resource-based cities face many problems, first of all, is the problem of how to choose the alternative industries, second is more important is the need to make the city sustainable development strategy and to reposition the problem accordingly. Compared to a single industry selection problem, the city sustainable development strategy is more complex, which requires some basis and innovation in theory, in practice, and the reference and development. Therefore, the current domestic and foreign theory and practice for the sustainable development of resource-based cities results comparison and analysis, to study the countermeasures for the sustainable development of resource-based cities is particularly urgent. Our country's petroleum resources city occupies very important position in the resources city, so for petroleum resources city sustainable development problems are the research becomes more important.

In this paper, by using the theory of sustainable development, transformation of resources city and other related theory, combining qualitative analysis with quantitative analysis method. The relevant data of a large collection of panjin, and related to the resources city transformation and sustainable development research, on the basis of existing research results, according to the characteristics of the petroleum resources city and resources condition, put forward the five indicators of petroleum resources city sustainable development system and the corresponding weights.
