Abstract: The global climate is warming, and has brought serious consequences to the survival and development of human beings, which has become the common understanding of the international community. The countries of the world must work together to meet the challenges brought about by environmental change. The EU has taken a leading role in the field of international climate change governance, which is determined by its own level of economic development and political needs. This paper is one of the author's researches on the tripartite behaviors of China, the United States and Europe in the governance of global environment and climate change. It focuses on the policies of the European Union in the governance of climate change, the importance it attaches to the governance of climate change and its reasons, the status and contribution it has made in the international governance of climate change. On this basis, it analyzes the fundamental reason why the EU attaches great importance to environmental governance: to participate in international competition with the United States for international political leadership through the road of low politics.
